Two-Tight End Sets May Become A Staple Of the Packers Offense

The Packers drafted Luke Musgrave and Tucker Kraft

Using multiple tight-end sets has been a pillar of the Matt LaFleur offense with the Green Bay Packers. In 2021, the team was second in frequency (just behind the Miami Dolphins, who had Mike Gesicki as a de facto wide receiver) and third in success rate with 12 personnel. Last year, on first downs, the 12 personnel was the second most utilized by the Packers — 37% of the snaps, behind the 11 personnel, with 50%, and well ahead of the 21 personnel, with 9%.

For most of the time, the two tight ends were Robert Tonyan as a receiver and Marcedes Lewis as an extra blocker. For 2023, though, both players are gone. Tonyan signed with the Chicago Bears in free agency, and Lewis reportedly won’t re-sign in Green Bay either. The new group at the position, however, might be an indication that the offensive coaching staff keeps the willingness to play multiple tight ends at the same time.

The Packers took two tight ends on day 2 of the draft, and it’s curious to see how they can fit together. Reading Luke Musgrave’s and Tucker Kraft’s draft profiles on NFL.com, there is one element who catches the attention about it.

Musgrave has starter potential and should gain a coveted slot on draft boards from teams looking to add versatility to their 12 personnel (two tight ends) packages.

Tucker Kraft
Kraft provides formational versatility that will be appealing for teams that make heavy use of 12 personnel (two tight ends). He has the body control and catch toughness to be more than just a traditional Y tight end. 

The Packers got two tight ends because they were extremely thin at the position. The only viable option was Josiah Deguara, who is mostly an h-back and is in the final year of his rookie deal. Tyler Davis is basically a special teamer, and his performance last season was uninspiring. The other tight ends in the room were Austin Allen and Nick Guggemos, training camp-type players. So there was obviously a short- and long-term need to address. But the fact that general manager Brian Gutekunst attacked the need with two top-100 picks shows that he wants to make sure at least one of them pans out, but also that the Packers projects to use both together if things go right.

“I love,” said Gutekunst when asked about the idea of doubling down at tight end. In fact, getting multiple players from the same position has been a modus operandi for the Packers since Gutekunst took over in 2018.

The 12 personnel has been popular in the NFL, especially because defenses have become more flexible and versatile, with linebackers and defensive backs with capacity to cover. Using multiple tight ends with athletic ability to block and receive is a great way to attack it, particularly for an offense which values the “illusion of complexity”. Hopefully for the Packers, it might be even better with Musgrave and Kraft than it was with Tonyan and Lewis, because the younger players don’t have such defined roles.

The most classic recent example of 12 personnel usage was the New England Patriots in the early 2010s, when the team drafted Rob Gronkowski and Aaron Hernandez in the same 2010 class. Hernandez obviously had personal problems, but in the brief period they were together, it was a highly effective pairing.

"Probably the biggest thing is how many formations and adjustments they can run out of it, which comes back to the versatility and unique skills of the top two tight ends, Gronkowski and Hernandez," once wrote Mike Reiss, who covers the Patriots for ESPN. "They could be empty in the package, with both tight ends split out wide, or more tightly compact in a traditional look with both tight ends aligned next to the tackles. Sometimes they play up-tempo with it. Other times they slow it down. So there are really so many things you can do out of the package, which again is tied to the uniqueness of Gronkowski and Hernandez. When one of those players has been injured, the package isn't as dynamic, and at times in those situations, the Patriots will use a third receiver over a second tight end."

In 2021, the Miami Dolphins led the league in 12 personnel by a wide margin (61%), but Mike Gesicki was one of the tight ends. He is a glorified wide receiver, so the versatility wasn’t there. When Mike McDaniel became the Dolphins head coach, Gesicki didn’t have many more opportunities, and this offseason he left in free agency — and went, wait for it, to the Patriots, where he can play alongside Hunter Henry.

It’s early to tell exactly how the Packers will use Musgrave and Kraft, especially because tight ends generally take some time to develop and to adapt to the NFL game. However, the best-case scenario for Green Bay is a dangerous package for opposing defenses.

Being ancient...this may be the best Packer TE tandem in my memory since Chewy and Jackson. Even better, MLF, as you point out, is keen to utilize "12" personnel to make the run game go and with IOC, to open up the pass opportunities.

La Fleur has signaled his intent to utilize the New Offenses and forget Shanahan's stock car derby. Any movement should be short motion with quick counters. The wide zone extended horizontal scheme will be neutralized like the 4th and one, Dbl reverse for a Loss. Get Vertical fast. Why risk Watson's health on flanker designed runs?

As much as we all loved Marcedes, we also knew what he was in there to do. So did the opposition.
If these two young guys can become true dual threats, the whole offense is going to benefit.

Two TEs were a staple last year. I mean, you're going to play 2 WRs and 2 TEs, or you're going to play 3 WR and 1 TE. That's over 90% of the time.

Lewis and Tonyan caught 60 balls last year, and I'm skeptical that Musgrave and Kraft will exceed that this year. The entire TE unit only had 100 targets last year, and I think that's not going to change a lot.

Musgrave & Kraft are both quality picks, but the DBs & LBs they will face at the NFL level are going to be much bigger, quicker/stronger…

We’ve got what I consider to be a ton of talent to develop, and TE typically comes with a longer development window.

If Kraft is the player they keep in-line, he’s going to be thrown straight into the run & pass blocking fire.

We’ll see how quickly they are able to pick things up this season, but I think our future is definitely brighter at TE.

Hoping both players will show to be better than the rest of their class. It could be Musgrave & Kraft are so important to LaFleur’s O that he doubles his efforts to fast track both players.

They seem like great guys who would give their all towards that.

They seem like good guys, and it's easier for me to cheer for good guys. Also, I'm a big believer than when it's cold and you're hurt and the fans are screaming at you and the refs are boning you, character is going to count for more than talent.

It always comes back to Math for me. We snap it on offense about 63 times in a game. About half the time, the ball ends up in the hands of the RB. Of the remainder, you want to feed it to your #1 about 10 times.

That leaves about 20 opportunities for the rest of the weapons. Last year, the TEs got about 6 targets/game, with most of those going to Tonyan. We still want some opportunities for Doubs and Reed, so let's say we target the TEs 10 times a game this year. Deguara gets 2 targets? That leaves 4 targets/game for each of the rookies.

I guess what I'm trying to say, is that unless we give it to the RBs less, and throw it to the WRs less, then I don't really see how the two new TEs are going to get a lot of opportunities. And they're still going to have to get people blocked, because most of the time....the TE is a blocker first and a receiver second.

I totally agree. That’s why I mentioned Kraft getting thrown right into the blocking fire.

Musgrave will be fed his reps as warranted by his play.

We do have a ton of new weapons at the skill positions, with quality OL up and down to cut both loose in 12 Personnel. One deep. Another as a quick hit target across the middle.

But, why rush that when we don’t have to?

Love the Lew Nichols lll addition to our RB Room. Count me as one very happy Packer fan if we begin this season establishing a true power running game. It will help everything else offensively, forcing opponents to honor our run game. That will make life easier for JL in 2023. I do wonder, though, if there’s one veteran player with a bigger battle than Josiah Deguara. Nichols can block really well.

They need to use the H back role. Stretch the D, spread it out and a H Back will benefit significantly too. If the H back isn’t part of the plan, then maybe you are right.

On youtube they have a highlight reel of Jordan Love at Utah State and with the Packers. It shows all his throws with the Packers and surprisingly, Deguara actually looks like a viable TE in that clip. Most seemed like preseason, but some were real game action though.

I'm with you though Cw. I think it will all come down to MaLF and Barry. If MaLF can put Love in a good situation and Barry isn't an idiot, I think we've got a chance to win more ball games than most people think. Anything over .500 is more than enough for me to be pleased.

If the offense averages 21 - 28 points per game and the defense isn't shit, we should be good enough. Will all come down to execution at crunch time. If MaLF isn't a pretender, Love should be able to prove his worth before mid-season.

The tight ends don't need to get the ball to be effective, don't you think? As long as the D has to honor them it opens so much more in the passing game AND the running game and will help generate big plays. Downfield they will help pick up where Lazard's blocking will be missed in the run game.

I remember a prof telling me that studying all the content was important, not because he was going to ask a test question on every subject we covered in class--because he wouldn't. It was the fact that he could ask test questions on ANY of the subjects we covered and we don't know which ones they will be.

The threat of a good blocking AND receiving TE releasing quickly as a receiving target is the beauty of both Musgrave & Kraft selections.

jannes, I think both will be blocking plenty. Probably Kraft more than Musgrave.

They are two very good additions where we needed them.

Agreed. I wouldn't discount Musgrave blocking. He might not have been asked to block much Oregon State, but that doesn't mean he can't. Kraft blocking at South Dakota State, he looked like a man among boys. Thinking they'll both have to learn the hard way NFL players are plenty tough to block.

I am sure they'll give it their best and will likely learn through hard work and repetition. Deguara was terrible when started. He's gotten better over the last few years. Good coaching will go a long way. Hope John Dunn knows what the hell he's doing. Musgrave and Kraft are going to need it in Spades.

I think a large part of blocking is willingness. Attitude.
Then there are the physical requirements.
Looks to me like 88 and 85 have all those. Just need to get in there and show it!

What are they going to do when the ball isn't thrown to them? What are they going to be doing on runs? What are they going to be doing on WR screens?

63 plays, about 8 targets of the TE. What are they going to be doing on the other 55 plays?

I hope we move the chains better than in years past and we can increase it by 30-50% by getting a lot more first downs and offensive plays...resting the Defense so they can finish throtteling our opponent. I think we run it 60-65% of the time including gadget plays/ screens until Love settles in leading the offense.

Our offense could end up being super nasty to defend if these guys pan out and stay healthy. Stack the box to stop the obvious power run ability and leave Watson single covered with no deep help? Good luck with that. Shade help deep to keep the long ball away? Fine, we'll take the 5-7 yard runs with a smattering of quick passes up the seam or underneath.

Vachio, I think you nailed it here. There’s a really strong chance Musgrave pulls some Safety help away from Watson. Luke ought to get a mix of the stuff designed for Lazard and Tonyan.

How LaFleur uses Musgrave will be interesting to see.

Weapons pull players. With this O, even in its fledgling form, we won’t have guys like Lewis or Cobb/Lazard that defenses can overlook. Watson/Doubs/Reed/Toure/Melton/Wicks in some combination with Musgrave/Kraft and Jones/Dillon and everyone can hit you hard, potentially 6 points hard every play.

No D can just sit on Watson or Doubs and know the worst other alternative can be sat on after the catch as was the case last year. That is a paradigm shift for defenses.

That makes it not only easier for Watson but should unpack the first ten yards, helping RBs and the OL. Let the S shade to Watson, Doubs/Musgrave etc will just thank you and, if they catch it, the chances are they are going a long way.

Sit back in man or shell, and Jones/Deguara/Kraft or a gadget can grab yards all day. Speed kills they say, but size, speed and diversity of attack really finishes things off. Defenders are good in the NFL, but they are infinitely better when they know what’s coming or that there’s only a couple of sources of threat.

I only have 3 things to add. Love’s got a very, very quick release. We have multitude of WRs & TEs now who can get significant separation within a 3 count or less.

I've said it since well before the draft about the Packers drafting Musgrave, and how he will be used. I can see him lining up at TE, but occasionally at both the Z and the X to mix it up. He is that unicorn hybrid player who can do all three positions.

I see Musgrave as more of a big bodied receiver, so taking Lazard's role makes sense to me. Although they used him wrong last year.

It’s probably going to take a while for the rookie TE’s to get the offense down. I suspect that they will be eased into the playbook. The offense might look vanilla for a while until everyone gets up to speed.

I’m not sure the offense will be Vanilla, but I see more changes in personnel and designed deception. I don’t think we see the new TEs ready to play a lot in tandem to the extent envisaged here yet. I think that will come in future, but I think it’s expecting a lot at a position. That’s one of the hardest to pick up in terms of responsibilities, even ignoring the need for these two to work on technique.

Makes me think LaFleur might want to save some of his best 12 Personnel concepts for the Playoffs… That’s right. I said it. I believe it too, 100% since before this draft. After the draft? I believe it even moreso.

😉

We’ve got so many other weapons. This transformation into a team, both O & D, able to run exactly what LaFleur wants will take time.

How many plays do they need to run in a game though? With the starting QB actually at practice they should be able to get something together, and always have fresh surprises. TE and RB, with the occasional deep throw, should keep the dink and dunk O alive ...

Nice picture.

As soon as we can get them going, they should be useful for the running game. What I would really like to see is some jumbo packages using Deguara and maybe Dillon as well near the goal line. Maybe we can stop farting around with shotgun runs and low percentage passes and just slam the ball in--or have one of these guys leak out and be open for an easy score.

Plenty of people excited about two TE sets..............BUT, please people, don't expect too much this year.

TE is one of the hardest spots to learn. However, in a year and a half (ie at the midpoint of the 2024 season) we should starting to see what two high(ish) picks can do.

I AM excited, but I'm excited for next year, mostly.

Next year all three phases will gel better, sure. There'll still be some salary cap hell, right? JL10's third year as a starter is when I look for this rebuild to really be competitive. Next year do we keep both RBs? By 2025 that ought to be straightened out, and coaching issues too.

That's a really fast track if this squad has the goods.

12 personnel is a staple of Matt Lafleur's offense, which we now will see. This is the impetus for drafting 2 TEs. You also throw in Deguara as the "F-back" and this is Gute fulfilling MLFs offensive requirements. I actually predict Deguara to have a sneaky breakout season.....as we will have a QB that will throw to him when open and not downfield into double coverage and sulk when the play falls apart.

Deguara has surprising speed for a TE. Just watch the replay of the TE screen he got from Love against Detroit in that final game of the 2021 season in which he took it to the house.
