There is a point between injured and healthy where it makes sense to have the two playing. Willis starts and if he does well he plays all game. If he struggles then Love replaces him.
It only makes sense if Love is right on the borderline between playing and sitting, but in that case I can see it. Very unlikely the Packers do that, but good coaches have the instincts for when to do the unexpected.

If Love isn't starting, it's my opinion Clifford should be suited up.
If our QB#1 isn't healthy enough to start, he's not healthy enough to play.. The risk doesn't change based on the backup's performance, and this is a week 3 game vs. an AFC opponent, not a week 16 game vs a division rival with playoff implications... don't dress him.

If Love is truly healthy there is no discussion who starts. If Willis starts then Love isn’t that.
Being cleared isn’t the same as being told there’s no limitation or heightened reinjury risk at all. It means a player can return to unrestricted practice, which is not the same.
If Willis starts it speaks to Love not really being ready. In such circumstances I’d just not dress him and have him take over on Monday and be healthy for the Vikings. I’d rather that than throw the dice on him trying to drag us back from a deficit, when the rush is probably most emphasized, successfully and without any side effects.
