General Info:

Originally from Brampton, Ontario in Canada. His parents are of Jamaican descent. His father played football at Windsor. Played Basketball and Football until High School. Attended St. Thomas Aquinas High School in Florida. Played in 12 games as a freshman, started 6 of them. As a Sophomore he played in 12 games and started 8. Averaged 21 yards a catch. Also carried the ball five times. Palmer finally was able to become a full-time starter as a junior. He started 11 out of 13 games. As a senior 23 of his 33 catches went for first downs. 

 

Positional Skills:

Positives:  

Palmer has good size and bulk. He is also a good overall athlete, scoring a 7.58 RAS. He has the ability to break tackles if a db does not wrap him up.  Watching film, he has experience on both the outside and some in the slot. On film he does well in contested catch situations, he flashes late hands. He shows strong hands to pluck the ball out of the air. The Tennessee graduate shows an ability to high point the ball and to get up for those 50/50 balls. He knows how to work his feet along the sideline, he knows how to stay inbounds and tap his feet down. On film he will fight for extra yardage. Can play the possession receiver over the middle. Palmer can take the hits and not shy away. Palmer will work his way back to the quarterback in scramble drills. He also has shown some potential on back shoulder throws. With his size, long arms, ability to contort his body, and strong hands he could develop into a big-time back shoulder threat. Because of his long arms and leaping ability he has a big catch radius as well. Even though he’s 6’1 his catch radius is probably of a guy 6’4. Palmer does have a little subtle outside fake he will use that will get some db’s to bite. The big play receiver also shows on film an ability to use his body to box out db’s. Palmer has also shown on film an ability to use double moves that could be further developed. He mixes it up as a blocker and will get after it. 

Negatives: 

While a good athlete Palmer is not an elite athlete. He does not show a lot of dynamism after the catch. He is not a big YAC guy. You are not going to throw him wide receiver screens and tell him to go get 8-10 yards after the catch. Palmer has some wasted steps off the snap where he throws one of his feet back before exploding off the line. The Senior from Tennessee does not get a lot of separation with his routes. He tries some juke moves but they do not work. Palmer will also try and stutter step that has not phased many defensive backs. The 6’1 receiver also has a tendency to round out some of his routes. He also has trouble getting free from physical defensive backs when he is running his route, he needs to learn how to use his arms and upper body to get free. Also, he could stand to add a little more bulk. 

 

Fit with the Packers:

He is actually a pretty good fit for Green Bay. His upside is Green Bay is as a solid #2. He has not had a lot of hype this off season. For Palmer he was held back by bad quarterback play and just a bad offense. Otherwise, his numbers would have been a lot better. It would be a mistake to scout him off just his numbers. That’s probably one of the reasons why he is not talked about like a lot of the other day two or early day three type receivers. He does not have a huge upside, but there is talent and upside there. It just needs to be developed. He might even be somewhat similar to Lazard. Palmer is a touch faster and has better agility. While Lazard produced a better vertical jump, Palmer is more productive at jump balls. He can also get deep and press a defense vertically. His route running is not as advanced as Lazard’s was coming out of Iowa State. He will need a year to work on the develop his routes more. He also needs to work on developing some other moves to get free from coverage.

Palmer is anywhere from low 100s to 250 overall on the draft boards I see. Lance Zuerlein at NFL.com likes him better than most. He's a day 3 option.
