La Canfora add that Penn and his agent, Rocky Arceneaux, are flying to Tampa to sign Penn's tender and long-term contract on Saturday.
Buccaneers rookies and veterans reported to training camp today.
An undrafted free agent out of Utah State, Penn (6-5, 305) has started 44 straight games at left tackle for the Buccaneers, who signed him off the Minnesota Vikings' practice squad in 2006.
Penn's restricted free agent was worth $3.168 million dollars in non-guaranteed base salary.
