No, Russ Ball is no wizard. At least not this kind one should have faith in.

The cap just seems fake to me. The league uses it to try to get the fans on their side, and it works till the actual season starts. The original reason for having it has long past.

Has any team been penalized yet for actually being over the hard cap? They seem to keep coming up with new tricks to get under it.

Teams can’t sign anyone if they are over the cap, so they find a way to avoid that and the monetary penalties, so the real effect shows up in roster quality. That may be this year or in future years. Dallas and Washington were fined, the latter heavily, but that was for actions in a non capped year, 2010, when the teams got caught out on an internal agreement of owners.

No revenue sharing = the end of football in GB.
No hard cap = the end of relevant football in GB.

Revenue sharing means there would be football in GB. Revenue sharing but no hard cap means that if the Packers had a savvy drafting GM and a good pro personnel department they could be contenders for two or three years and then relapse for 5 years. If their drafts are just average, they would probably be doomed to just trying to make the playoffs most years.

Overpaying players and then restructuring their contracts later when you have no cap room does not make you a financial wizard.
