I can't see how the Packers would be able to use the franchise tag on Bahktiari next year? With the cap expected to drop, doesn't the whole amount go towards the cap?

I don't see how they could use the tag on Bakh either. They would have to cut some big names and not sign a bunch of big names, or extend a few folks like Adams, Rodgers, and the Smith Brothers.

I miss preseason games and wonder how they evaluate young players without really tackling. However the team has remained so healthy (knock on wood) that I think it's worth not having games. The league should move to having only 2 preseason games.

Other than a few exceptions, speaking in absolutes will generally result in a false statement. To say that "no one cares" is most likely incorrect. Perhaps if you were to say "I don't care" your comment would have more credibility.
