New Kickoff Rule Could Be Coming In 2024

The new rule will undoubtedly benefit Keisean Nixon. 

In an effort to improve the health and safety of NFL players, the NFL has made rule changes over time to effectively eliminate kickoff returns, or at the very least, decrease them. In 2009, the Competition Committee banned three or more players from forming a wedge. Two years later, they moved the kickoff yard line from the 30-yard line to the 35-yard line. In 2016, teams became incentivized not to return kickoffs as the ball was placed on the 25-yard line, an increase from the 20-yard line, after a touchback. Two years later, double teams on kickoff returns were banned, and in 2023, the following rule was passed: if the return man called for a fair catch before the 25-yard line, the ball was automatically placed on the 25-yard line. 

In 2022, 18 players had at least 20 returns, a figure that is needed to qualify for season-ending league leaders. In 2023, there was a massive drop-off. Only two players had at least 20 returns – Green Bay Packers’ Keisean Nixon (30), who took home first-team All-Pro honors for the second consecutive season, and Xavier Gipson (22). And to make matters worse, the NFL experienced the lowest kickoff return rate in league history last season. The Competition Committee is in the process of righting that wrong by passing a rule, to potentially be voted on this week at the NFL Owners Meeting in Orlando, that aims to increase the number of kickoff returns. If passed, it would be a one-year experiment and revisited at next year’s Meeting. 

Inspired by the XFL, the proposed rule calls for the kicker to kick off from the 35-yard line, with his teammates lining up at the opposing 40-yard line. At least nine members of the receiving team must line up between the plus 30- and 35-yard line. Play cannot begin until the ball is caught, hits the ground in the “landing zone” – between the goal line and the 20-yard line – or is returned from the end zone. If a kick lands in the landing zone, the returner must return it. But if a kick lands before the landing zone, the ball is placed at the return team’s 40-yard line, as if the ball went out of bounds under the current rules. If a kick goes beyond the landing zone and enters the end zone on the fly, the returner can return the kick, but he is incentivized not to because a touchback puts the ball at the return team’s 35-yard line. If the kickoff lands in the landing zone and bounces to the end zone, it can be returned or “downed by the receiving team for a touchback and possession at its 20-yard line.” 

So, really, the only advantage for the kicking team is to execute some sort of squib kick that lands in the landing zone and bounces into the end zone.

If the rule is passed, allow me to state the obvious: it would be huge news for Nixon and the Packers’ special teams operations. Nixon led the NFL with five kickoff returns of 50-plus yards in 2022, as pointed out by Bill Huber here, But while he led the NFL this past season with 26.1 yards per return, he only had two returns of at least 50 yards during the regular season and postseason. 

However, it is important to not count our chickens before they hatch. A source told NBC Sports’ Mike Florio in February that it is not likely to get the necessary 24 votes. “The source explained that neither the Competition Committee nor the NFL’s coaches are advocating for adoption of the XFL rule. ‘Someone else is pushing it,’ the source said.”

This whole XFL thing is already dead in the water. It's not even being brought to the committee for vote per NFL network. Could be wrong. Just what they said.

That's not correct. The NFL owners will be voting on it at the Annual Meeting held on next Monday.

This doesn't really thrill me.

In the first place, it looks like there is a lot of potential for confusion and penalties early on. You would think all of the players would have a firm grasp on the rules, but sometimes they don't.

Second, once the returner gets through the first line of defense, which is rather close, it's going to be awfully difficult to catch him--resulting in a cheap score. Maybe if the defenders were lined up ten yards further back it would give them a better chance.

As far as the Packers go, yes, we have Nixon...but it works both ways. You know how it's been with our special teams coordination over the years, and this is going to put a huge amount of pressure on Rich B. and his unit to step it up when it comes to making the correct decisions, filling open lanes, and making the tackle; competency is not optional here.

It does bring a safer method to the KO while retaining the KO vs just giving the ball at the teams 25.

I don't think it would take much for the players to learn the rules, sure there will be some penalties, but that happens now. I certainly understand your thoughts on concerns for a cheap TD. That said, I would think a team would put a few people behind the line or immediately move them there to have a second line of defense.

I actually like the idea of some of it. Reviving the kick off with a deeper kick is something I’d support. The complications seem unnecessary. Some change seems more plausible than copying the XFL rule in full. Let’s see what happens.

I like seeing kickoffs returned unless we are the kicking team and they are running through our unit.

I watched it and it is ok. If they change it I will still watch.

Not a fan of the proposal. If nothing else, it juut seems contrived and gimmicky rather than being straight forward football.

The NFL seems to complicate things, over thinks it all, tries to plan & control details. First they kill the return, and now they over-react with a "twos and one-eyed jacks are wild" game for clowns. Just kick off and play the game.

Yep, and it’s not like these guys don’t know what they’re getting into when they sign up to be a football player. Or MMA, or Boxing or any other contact sport. Just play the goddam game the way it’s always been played ffs.

Rex, you pointed out Nixon only had two long returns last year....and on one of them he lost possession of the ball. Fortunately, we recovered but it could have been a big play against us.

If I'm understanding what you said, the kicker kicks it from the 35. The ones with the good legs, under good conditions, can probably put that baby deep in the endzone In which case, the offense would start at 35, which means we're likely to see squib kicks, which I love, but hated when used against me.

You've got to have a "hands" unit in that 30-35 yard area and the potential for a screwup is high.

To recap, teams will try to kick it in the zone and stop the opponent from starting at the 35. That's the logical outcome to this. The returner the returner is standing naked, with his entire team 30 yards away. The instant the returner touches the ball, 10 guys who are about 20-30 yards away start running at you, and if anybody gets through, there's nothing to stop him. I"d be willing to bet you can hold most returns to less than the 35.

We will have to wait to see how the new kick off rule plays out. I think the league had to restore the excitement kick returns bring to the game. This new arrangement seems cumbersome. I wonder if they considered requiring the coverage to give the returner five yards space to make the catch and require the returner to attempt a return. It would be simpler; would bring back the return element; and protect the kick returner. If the coverage did not allow five yards they would be assessed a fifteen yard penalty. They should move back where they place the ball when a kick goes out of the end zone too and make the offence work a little bit harder. The rules need to be adjusted so the defense isn't always disadvantaged. The field position strategy would change and it could be an improvement.
