Sports Illustrated has a review up of free agency by division. For the Packers the conclusion is that Finley should be allowed to walk. I was very critical of Finley last year, but came around to the idea that the Packers should keep him. I was convinced by Nagler's comments that the defenses were showing their hands every time Finley went in motion. SI's take is that he had too many drops, doesn't stack up well against other premier receiving TEs in the league, and that someone with similar (note similar, not equal) skills can be had for a lot cheaper. I think if Quarless had not had the catastrophic injury the Packers might have gone that route, but as it is I think the Packers will find a way to keep Finley in the fold.
