If they lower the Cap. Shouldn't they lower the Tags?

I don't believe the Tag has anything to do with the salary cap, but is based on the average of the top 5 players in that position for the season in play, and that figure changes based on new contracts for that position and what makes the top 5 average.

I believe that's correct, tag has nothing "directly" to do with cap. Indirectly though it follows if the caps goes up so will the salaries in general for the top 5 at a position.
It seems reasonable to expect if the cap is reduced, let say 20% due to covid/less revenue, the tags this year for each position should be reduced correspondingly. It's not money that has previously been agreed to pay the players, the tag is a one year contract.
Of course no team is required to tag a player, they can always let them become free agent if they don't want to pay the tag number.
Man this is a comfortable fence. :)
