Crosby didn't have a good year in 2018.
Crosby has been overpaid for years.
Crosby has more below average seasons than good seasons.

Scott was encouraging in many ways. He was too inconsistent, and had too many shanks.

GB had poor returners. Way too many penalties that led to poor starting field position. Worse, GB has trouble with its offense when starting inside the 10 or so.

Coverage was poor as well.

Zook has been poor with the coverage and return game. GB's STs are only rated well when they have a dynamic returner like Davis. Give him gunners like Janis and Davis and he too can reach average.
